Is it a taboo topic?
I often find that the opportunity to report a player for misconduct arises rarely.
In vanilla this was far different as was the ability to identify your wrong doer.
PR doesnt offer you the Goose on a plate.
How can I report someone If I dont know who it is?

By no means is reporting bad behaviour frowned upon in fact we try to encourage it as much as possible. However the general problem is how many people go about it, publicly naming and shaming or bringing embarrassing accidents into the open public when its not necessary or smart. Thats why we have the Reporting bad behaviour/nuisance players http://bigdgaming.net/viewtopic.php?t=347 email account its a direct way of reaching the whole admin team and forgoes the unwanted and often unwarranted public scrutiny.
Now with the idea of reports been taboo addressed lets talk about finding out who has wronged you and how you might go about it obviously if you cant contact a admin in game then the next best thing is to contact a trusted community player who is on the opposing side. This of course works best for base camping and things of that like best way to go about this is to use our Team Speak channel. Seriously almost all of the admins and a great many of the community and players will be in team speak either playing the game itself or any number of other games. I know that I'm never to busy to be approached to see if I can help sort out any reasonable problems using BF2CC or evening joining the game itself.
However all that said regrettably you have also nailed the biggest problem with administrating/moderation of PR the lack of kill notification makes its hard to know who did what and how. Team kills are the only reported/recorded messages in PR and that makes it hard for everyone. So please do bear that in mind when your getting frustrated and looking for someone to blame for your bad experiences. We all try our best with what information we have and thats all that we ask in return of the community.

Example of what I mean in regards to team speak.
I'm in game playing say Qwai river as US and as usual I'm a squad leader and I have just respawned at pig farm my current uncappable main base after having my arse handed to me by a tank. I hop into [bD]Bulletmagnets attack little bird because he has offered to take me back into the fight so I can get behind said oppressive tank. I hope into his helo and before I can say BOO I'm sitting in a flaming wreck screaming WTF at the top of my lungs. While I'm sitting there dead I realise that theres actually a number of other AT rockets smashing around the base and taking my team mates out as they move to vehicles or spawn out in the open. So within seconds I'm using TS talking to my fellow admin who is on the PLA side and I'm whos the smart arse who's camping our main base with the heavy AT and a minute ladder that player is removed and put on report in our admin section.
While in that case it was lucky that we had 2 admins on and the idiot spawn camper not only slighted a community member with his bad behaviour he slighted a admin. The point still rings true 2 players voicing the same story one from the receiving end and one as a witness to the players proximity to a area he should not have been in and firing into a area that is not allowed earned him a report and a removal from the server.

Sure I understand that not really sure about team speak, but if say example is: Al Kufrah Oilfields?
The main base is not the last flag mec still has refinery and main flag.
I spawn at main only to find an apc parked on the hill picking of guys inside base (quick look map not last flag so I walk out and bam struck down (taking screen shot in direction of apc) does that help me if I have evidence the server details time ect, but dont know who was in the apc.
Battlecorder can tell you who it was yeah?

That is true yes battle recorder will tell you but battle recorder isn't on server 1 and it never will be technical issues arise with battle recorder and that many people and large maps.
Like I said previously all you need is to contact someone you can trust on the other team do it through the actual ingame chat if you want. First thing the player needs to do is open there CAPLOCKS menu this is the default key for "Squad Menu" this will give them a full screen map with every player on it who is currently in a squad. From here they simply need to expand all of the squads so they can see every player currently on there team and what squad they are in. Then they click on the offending player/APC/Tank what have you. The players name will in turn be highlighted like what is show in this screenshot I have here.
^^^ This screen shot is just to show you what menu I mean and how it is done it is not a actual report nor is anyone doing anything wrong in it.
