I recently reinstalled oblivion, and in my opinion the mods are the only way to go.

Firstly, I would recommend you look at some sites which have a "must have" mod list on them. The ones I used were: BallOfFire (Very comprehensive. IMO this was the best), and UESP Must Have,

I can highly recommend you at least install FCOM, which is 4 huge, separate mods (Bob's Armoury, Francesco's, OOO, Warcry), which all work together. None of these mods alter gameplay all that much, but they do add a lot of content in terms of loads of new monsters/items etc.

Another no-brainer is the Unofficial Oblivion Patch which basically just fixes literally thousands of bugs.

Also, if you're like me, and never liked oblivion's silly leveling system which rewards power leveling (not fun) and spamming certain skills to upgrade them, then I suggest you look at Oblivion XP; which simply adds a Diablo II style experience bar (you get XP for all sorts of things beyond killing monsters: reading unique books, doing quests, eating ingredients, becoming more famous, etc), and you get to pick what skills and abilities you level up.

And, if, at any point, you're thinking about playing a magic-using character, there's a couple mods that are must-haves. I'm currently using Supreme Magika which simply re-balances magic (underpowered in vanilla obliv), and adds a whole bunch of new spells. If you wanted to go even further, I was looking into Midas Magic (which I've heard is a little overpowered), and Sorcerys Toll.

Quest Award Leveller is a good small one which levels up your quest rewards with your character, so that you aren't penalized for doing a quest at, say, level 5. (In vanilla, if you did quests at low levels, your reward would be a low leveled item, which quickly becomes useless.)

The other mods I've got in that list are also really good ones, most only make a few small changes, but they do add up.

Finally, I can re-direct you to a couple websites. The main mod-downloading site would be TES Nexus. Everything you need should be there. The alternative is Planet Elder Scrolls.

I'll also add that if you've never modded Oblivion before, it can be a bit tricky/daunting (.esp's, .esm's, load order, wrye bash, obmm ) however if you follow the instructions on installing FCOM you'll be an Oblivion modding pro by the end of it.

Note: some of these mods require a new character (can't be an existing save game), but if you're not too far into it, it's definitely worth it.

Make sure to use Oblivion Mod Manager as well to enable and disable mods, makes it easy.

also sometimes the order of the mod in the load list matters heavily.

Exactly, I am yet to play it have to wait till the next month rolls over in a week before I can download it using other content servers

thats whay you dont get arma2 stuff on steam.... lol. its been known to have to download the entire game again for a patch (steams fualt, not arma2 mind you lol)

dont get me wrong, steam is good, just not for arma2 (imho), since its a pretty large game (around 10 gig iirc) and theres been issues with it on steam lately. and yer steam in the future will be great, however its not yet the future is it now?
